Documents indicate OAGF Approved Staff Postings to Disputed PFIPC Despite FG Denial

More troubles as new official documents indicate that the Office of the Accountant-General of the Federation (OAGF) approved the redeployment of federal civil servants to the controversial Presidential Foreign Intervention Promotion Council (PFIPC), even as the Federal Government maintains the agency does not exist.

The documents surfaced amid public debate over the government’s denial of the PFIPC’s existence and the appointment of Adeniyi Adeyemi as its Director-General.

A circular dated August 28, 2025, signed by OAGF Director of Administration Dauda Abdulhamid, approved the posting of treasury officers from the Federal Ministry of Foreign Affairs and other ministries, departments, and agencies to the PFIPC.

The circular stated the posting was aimed at strengthening service delivery across government institutions. Copies were sent to several permanent secretaries and heads of federal agencies, including the Office of the Secretary to the Government of the Federation (OSGF).

Affected officers were directed to submit their assumption-of-duty certificates to the Office of the Accountant-General by September 11, 2025.

It further warned that non-compliance would attract sanctions under the Public Service Rules.

“I am further directed to reiterate that all officers are to note that failure to comply with this posting instruction shall be treated in accordance with the provisions of the Public Service Rules PSR 020602 (iv),” the circular read.

Among those redeployed was Omeh Amarachukwu Henry, a Principal Auditor on Grade Level 12, transferred from the Ministry of Foreign Affairs to the audit unit under the Office of the Director-General, Presidential Economic Advisory Council (PEAC), specifically assigned to the PFIPC.

Also posted to the PFIPC were Wakili Saidu Lampo, a Senior Auditor on Grade Level 10, and Ojo Akinpelu Victor, an Accounts Officer on Grade Level 13, both from the Ministry of Foreign Affairs.

As of press time, efforts to reach OAGF spokesperson Bawa Salihu Mokwa for comment were unsuccessful.

The controversy escalated after Chief of Staff to the President Femi Gbajabiamila said no such agency exists under President Bola Tinubu’s administration and that Adeniyi Adeyemi was never appointed as its Director-General.

At a press conference, Adeyemi alleged that Gbajabiamila demanded N600 million through a proxy to facilitate his appointment, claiming N400 million had already been paid.

He also questioned how the PFIPC appeared on pages 50 and 51 of the 2026 Appropriation Bill and was allocated office space within the Federal Secretariat if the agency did not exist.

Despite documents suggesting administrative activity linked to the PFIPC, the Federal Government insists the council does not exist and has described Adeyemi as an impostor. The conflicting claims continue to fuel debate over the agency’s status.
