Get your facts right on cement project, KEPYO tells Kebbi ADC

The Kebbi Progressive Youths (KEPYO) has criticised the African Democratic Congress (ADC) in Kebbi State over its claims concerning the state government’s investment agreement with MSM Cement Limited, urging the opposition party to get its facts right before drawing conclusions about the project.

The KEPYO spokesperson, Comrade Hamisu Sani, made the position known in a statement issued in Birnin Kebbi in response to a statement by the ADC Kebbi State Campaign Council titled, “Where Is the Cement Plant You Signed For?”

Sani said the ADC had misrepresented the nature of the agreement by presenting a Memorandum of Understanding (MoU) for a proposed cement plant as though the state government had commissioned a completed factory.

He explained that the March 2025 agreement between the Kebbi State Government and MSM Cement Limited was an MoU for the development of a proposed three-million-tonne-per-annum cement plant, rather than the commissioning of an operational facility.

According to him, the distinction is important because the project is a private-sector investment, with the investor responsible for developing the plant, while the state government’s role is primarily to provide an enabling environment.

He said publicly available information showed that the project was expected to be implemented in phases, with the first phase projected to commence production around 2027.

Sani therefore challenged the ADC to base its criticism on verifiable milestones, contractual obligations and the actual timeline of the investment, rather than treating the absence of a completed factory as evidence that the project had disappeared.

He said KEPYO supports accountability but insisted that political scrutiny must be anchored on accurate facts and proper context.
